SJTPO - Complete Streets Outreach & Technical Assistance Program


With funding from the South Jersey Transportation Planning Organization (SJTPO), Sustainable Jersey will assist the Alan M. Voorhees Transportation Center at Rutgers University (VTC) and the Cross County Connection Transportation Management Association (CCCTMA) to deliver a program that focuses on municipalities and the advancement of Complete Streets approaches through training, technical assistance, and the creation of a demonstration materials lending library. This program is made possible through the SJTPO with federal funding provided by the New Jersey Department of Transportation.

Complete Streets are defined in accordance with the State of New Jersey Complete Streets Design Guide as follows: "Complete Streets are streets designed for all users, all modes of transportation, and all ability levels. They balance the needs of drivers, pedestrians, bicyclists, transit riders, emergency responders, and goods movement based on local context."


Free Workshop: Implementing Complete Streets at the Local Level

Complete Streets are designed for all users, all abilities, and all modes of transportation. They respond to local needs and context, such as roadway type, topography, natural features, density of development, adjacent land use, and street connectivity. SJTPO is sponsoring two interactive training sessions covering all aspects of Complete Streets. Professionals and members of the public are invited to register for and attend one or both trainings using the two separate links below.

Training 1: What are Complete Streets and How to Craft and Implement an Effective Municipal Policy

Learn how to create and adopt your own custom municipal Complete & Green Streets Policy! This online-only session is designed for planners, advocates, public health professionals, policymakers, elected officials, and anyone looking to learn more about Complete and Green Streets and how to adopt and implement a policy to design safer, greener, and more accessible streets for your community.

During the webinar we will provide detail information on the following:

  • What are Complete Streets and the costs of incomplete streets
  • Policy paradigms for safer streets and how to achieve zero deaths
  • What needs to be included in a municipal policy to ensure effective implementation
  • How to get local buy-in and policy stewardship

This training meets requirements for 1.5 AICP Certification Maintenance (CM) credits for licensed professional planners.

Training 2: Complete Streets Design, Funding and Implementation

Learn about the latest design guidance for creating safer roadways for all users and which funding sources are available to support implementation. This in-person-only training session is designed for engineers, planners, advocates, elected officials, and anyone looking to learn more about building safer streets. Attendance will be capped due to room capacity, so register soon.

This in-person interactive workshop will focus on the following topics:

  • Considerations of local context
  • The Safe System Approach
  • Proven Safety Countermeasures
  • Temporary Demonstration Projects

Free Municipal Complete Streets Technical Assistance

Through a competitive application process, municipalities will be selected to receive technical assistance in order to complete a Complete Streets initiative. The Complete Streets Technical Assistance (CSTA) team, comprised of staff from Sustainable Jersey, Alan M. Voorhees Transportation Center at Rutgers University (VTC) and the Cross County Connection Transportation Management Association (CCCTMA) will provide the technical assistance to the municipality. No direct funding to municipalities is provided.

Eligible applicants include municipal governments within the SJTPO’s 4-county region comprised of Salem, Cumberland, Cape May and Atlantic counties.

Types of Technical Assistance

The Complete Streets Technical Assistance (CSTA) team will help municipalities bring together key stakeholders to explore a local safety concern. In addition to providing problem definition, the CSTA team will assist in delivering alternative concepts using a collaborative approach to address a specific local need. The CSTA team will identify next steps toward facilitating local problem-solving. Since every municipality has different needs, the team will provide technical assistance to help advance Complete Streets by documenting existing conditions, exploring opportunities for improvement, and providing recommendations. Technical assistance may include:

  • Bicycle Network Plan: To help identify specific routes and road treatments to improve bicycling infrastructure as well as considering safety for pedestrians and micromobility users.
  • Complete Streets Community Workshop Walk Audit: To conduct a workshop and audit of up to a half-mile of street to identify potential pedestrian and bicycle improvements.
  • Complete and Green Streets for All Guidance: To develop or update a Complete Streets Policy to align with the 2020 NJDOT Complete and Green Streets for All Policy.

Some projects may include temporary demonstrations to illustrate potential roadway improvements.

Projects are anticipated to be between 6 and 9 months in duration and completed between May 2025 and March 2026. A project selection committee will select at least three municipalities to receive technical assistance in a competitive process based on objective criteria.

 

Interest Webinar

A webinar was held on December 5, 2024, to assist municipalities in identifying potential projects for technical assistance and highlight how other New Jersey communities have used this program to address local issues. The webinar:

  • Provides a review of the specific types of technical assistance available
  • Provides examples of the scale and scope of problems that can be addressed through this program
  • Identifies additional resources municipalities can use to develop a successful program application
  • Describes how to apply and how project applications will be evaluated

Demonstration Materials Lending Library - Coming in 2025!

To support communities in the SJTPO region who want to undertake temporary demonstration projects to explore Complete Streets initiatives, CCTMA will create and support a lending library of materials. In order to demonstrate a proposed roadway improvement, municipalities can use paint, signs, movable bollards, planters and other materials to illustrate on the ground the conceptual change. CCTMA will work with SJTPO to make materials such as delineator posts, stencils, paints, and traffic cones available for loan to communities to complete these projects. Once available, information on how to access and check out materials will be posted on this webpage.
