
SJTPO - Complete Streets Outreach & Technical Assistance Program
With funding from the South Jersey Transportation Planning Organization (SJTPO), Sustainable Jersey will assist the Alan M. Voorhees Transportation Center at Rutgers University (VTC) and the Cross County Connection Transportation Management Association (CCCTMA) to deliver a program that focuses on municipalities and the advancement of Complete Streets approaches through training, technical assistance, and the creation of a demonstration materials lending library. This program is made possible through the SJTPO with federal funding provided by the New Jersey Department of Transportation.
Complete Streets are defined in accordance with the State of New Jersey Complete Streets Design Guide as follows: "Complete Streets are streets designed for all users, all modes of transportation, and all ability levels. They balance the needs of drivers, pedestrians, bicyclists, transit riders, emergency responders, and goods movement based on local context."
Free Municipal Complete Streets Technical Assistance
The application for the 2024-2025 program closed on March 7, 2025. Thanks to all the municipalities that submitted applications. A project selection committee reviewed the applications and select three municipalities to receive technical assistance services:
- Buena Borough – Complete and Green Streets Policy Guidance
- Egg Harbor City – Complete and Green Streets Policy Guidance
- Pennsville Township – Bicycle Network Plan and Temporary Demonstration Project
These projects will be completed in late May 2025.
Types of Technical Assistance
The Complete Streets Technical Assistance (CSTA) team will help municipalities bring together key stakeholders to explore a local safety concern. In addition to providing problem definition, the CSTA team will assist in delivering alternative concepts using a collaborative approach to address a specific local need. The CSTA team will identify next steps toward facilitating local problem-solving. Since every municipality has different needs, the team will provide technical assistance to help advance Complete Streets by documenting existing conditions, exploring opportunities for improvement, and providing recommendations. Technical assistance may include:
- Bicycle Network Plan: To help identify specific routes and road treatments to improve bicycling infrastructure as well as considering safety for pedestrians and micromobility users.
- Complete Streets Community Workshop Walk Audit: To conduct a workshop and audit of up to a half-mile of street to identify potential pedestrian and bicycle improvements.
- Complete and Green Streets for All Guidance: To develop or update a Complete Streets Policy to align with the 2020 NJDOT Complete and Green Streets for All Policy.
Some projects may include temporary demonstrations to illustrate potential roadway improvements.

This session was designed for planners, advocates, public health professionals, policymakers, elected officials, and anyone looking to learn more about Complete and Green Streets and how to adopt and implement a policy to design safer, greener, and more accessible streets for your community.
During the webinar we provided detail information on the following:
- What are Complete Streets and the costs of incomplete streets
- Policy paradigms for safer streets and how to achieve zero deaths
- What needs to be included in a municipal policy to ensure effective implementation
- How to get local buy-in and policy stewardship

Demonstration Materials Lending Library - Now Open
Communities are taking action to advance the concept of Complete Streets by implementing temporary, quick-build projects to test road safety improvements. These temporary improvements, also known as Temporary Demonstration Projects, help communities come together and realize the potential of their roads. With the right-of-way owner’s approval, projects can be deployed on virtually any roadway, from neighborhood streets to school zones and county roads. Implementing temporary infrastructure allows residents to see and use the infrastructure to provide feedback on proposed roadway design changes before permanent changes are made. For communities new to the concept of Complete Streets, these projects can serve as an educational experience to build community buy-in.
Working in partnership with Cross County Connection TMA (CCCTMA), SJTPO has launched a Complete Streets Demonstration Library to support quick-build projects. The Complete Streets Demonstration Library is available free of charge to support communities in southern New Jersey who want to undertake demonstration projects to explore a range of temporary street designs. Often, these projects are used to demonstrate traffic-calming measures in areas where driver speeds are of concern.
